2nd District Rep. cautions on seriousness of No-Confidence Motion
The Representative for the Second District, Hon. J. Alvin Christopher, was at the time hinting his reason for abstaining to vote on the No-Confidence Motion tabled by Representative for the Third District, Hon. Julian Fraser, RA, during the Tenth Sitting of the Second Session of the Second House of Assembly of the Virgin Islands on July 26, 2013.
Hon. Christopher opined that in order for a No-Confidence Motion to go through the House of Assembly it has to deal with information and materials that have been audited and gone through the processes and can stand the testing. “To remove an elected government of the people, with the power that is invested in us to take such action, to me, is a very serious one that has to be taken in all the fullness. We must be able to prove that the government is totally corrupt and not applying good practices in carrying out the people’s work,” Hon Christopher said.
He added that when he became aware of the Motion he allegedly told Hon. Fraser that the system of the Virgin Islands is set up on checks and balances. “I said to him then and I say to this House, the system of this democracy is set up on checks and balances. The Government spends; we have the power to check. We have a Public Accounts Committee, let us get it working. If the Public Accounts Committee functions the way it should, we wouldn’t have to deal with what we think, what we feel or we seem to assume. We would have had facts that we would have been able to present here today.”
During his continuation deliberation on the issue of the Protocol for Effective Financial Management, Hon. Christopher said he went at lengths in the House of Assembly trying to convince the government of the day not to do any more borrowing. “Madam Speaker, the Motion of No-Confidence as far as I am concerned with the Protocol, when I see the Protocol and the government was intending to borrow more money I get up in this house and I ask them not to do it. I was able to convince the now Premier and Deputy Premier who was in the house with us to take my view but soon as elections passed the money was then sought and given approval,” alleged Hon. Christopher.
He contended that the very money several years after has caused the government to exceed its guidelines. “We have exceeded the borrowing because the UK now has to give us consent to borrow.”
Hon. Christopher told the HOA that as to this day he has doubts about the accuracy of numbers given barring the fact that the Consolidated Fund changes on a daily basis.
He said the House of Assembly ‘rubber stamped’ a supplementary from 2011 on August 25, 2013 during the Tenth Sitting of the Second Session of the Second House of Assembly. “Whether you would tell me it was just allocation or new money or old money the process was always wrong, Madam Speaker.”
Hon. Christopher said the existing malpractices, as it relates to the Protocol, have fueled the blame game of who left debts where and when. “Because the fact is that the truth shall never be told on the actual balance of the Government Treasury, the actual figure can never be told because we have spent money that have never been approved by this House and years after we come back and then sanction it in this House,” said Hon. Christopher.

This man done mash up our finances, mash up many families & I can go on & on & now he smell some political opportunities so he once again coming out from under his rock hoping to sound & look like he doing something of worth so we can consider him for Premier but hell will freeze over first. I am sick & tired of this f**l.
