2 new Board Chairpersons appointed: Ingrid A. Moses & Neville A. Smith

ROAD TOWN, Tortola, VI- While a Minister is requesting one Board Member at the BVI Health Services Authority (BVIHSA) to resign, the Government of the Virgin Islands (VI) has appointed two new Board of Director Chairpersons.

Former Speaker of the House of Assembly (HoA) and ex-political candidate with the Progressive Virgin Islands Movement (PVIM) Ms Ingrid A. Moses has been appointed as Chairperson of the National Bank of the Virgin Islands (NBVI) for three years. The appointment will expire in 2027.

Is the bank financially healthy?

The Chairperson of the Board of  Directors plays a vital leadership role in shaping the strategic direction of the NBVI by overseeing operations, and ensuring effective governance. The primary objective is to provide clear guidance and direction to the Board, ensuring the Bank operates in alignment with its mission, vision, and regulatory requirements. In this role, the Chairperson presides overboard meetings, and fosters a collaborative environment to make informed decisions in the best interest of the Bank and its stakeholders. Additionally, the Chairperson acts as the spokesperson for the Board and serves as the principal point of contact for the Chief Executive Officer (CEO).

The NBVI has faced criticism for moving away from its mission to help the ‘little man’, which includes small startup businesses, farmers and fisher folks. In recent years they have sold many local properties due to nonpayment of loans and allegedly giving out ‘bad loans’ that were not sustainable.

The health of the bank is unknown. Chairwoman Moses comes to the table, having had years of banking experience and she is also an Attorney. The CEO of the bank is Joy N. Francis-Penn

New Chair of Recreation Trust

Meanwhile, former Legislator Neville A. Smith has been appointed as Chairman of the Recreation Trust, the organisation that oversees all sporting facilities in the Virgin Islands (VI). His appointment is for three years and took effect from July 15, 2024, to July 14, 2027. The Deputy Chair is Stephanie Russ-Penn.

The Recreation Trust is a statutory organisation which falls under the Ministry of Education, Youth Affairs and Sports and assists the Ministry with the development and maintenance of recreational grounds and facilities throughout the Territory.

Mr Smith, a successful businessman, brings to the table over a decade of sports participation in the VI at all levels. He also worked in the private sector for years and is a security and entertainment manager. He is also familiar with all aspects of how government works after being an At Large Representative for four years [2019-2023] and the Deputy Speaker of the HoA.   

The CEO of the Recreation Trust is Eustace C. Freeman aka ‘Boss’.

    Here we go again. Doing things the same way and expecting different result. Crazy. Our health care system is not about putting so-called prominent people on these boards but to appoint competent and experienced people who have the skills and training in running a hospital. I am scared that BVI will never get out of this rutt we are in.

      Wake up and stop saying the same thing over and over. How many chances must we give these people. All of them in the same click. Make it worst, we have seen them perform and they have all failed. What will make things different now. What will it take for us to stop acting like blind fools. Man ayo are some real crazy people in this country! I can not believe what I am seeing and hearing is real.

    This place just getting worser and worser. When will it stop? Can we please please identify persons who are already within the community who have first hand experience of how a healthcare system must work? Or do they apply and because they're not from here or they are not a party affiliate mean you must by-pass them. Ingrid may be a good lawyer and yes she served as speaker but where did her background in healthcare come in to play, same for the guy. We are running out of shovels digging the pit for this place we call home. It is a blasted sinking ship with no life vest on board

    Ingrid is the best fit when it comes to banking. She looks out for the small man. She also have been one of my best banking managers during my banking career. When she sees potential she pushes it. Don't mind the noise boss lady. A Real Banker in a great banking position. Bring back real banking to the BVI.

    the real problem is Hon Wheatley. He have not learned anything from Ralph. Anything his hand touch it is problems. Look good and everyone will see. He was not laughing or smirking at the people. IF anyone know him he has a permanent smile on his face. If his face was opposite the people will say he stuck up and not people friendly. He is perfect for the job. VG people is a special breed. They only now know they need care. People are reactive. When they vote they should have looked at who could bring the help for the health. Coy is the man. He fought hard to make sure Anegada got the lift they needed. He would have done the same for VG.
