- Gov't collected $12.7M in stamp duties

ROAD TOWN, Tortola, VI— The Government of the Virgin Islands issued 148 Non-Belonger Land Holding Licences in 2023 and 2024, generating over $12 million in stamp duty revenue.

This is according to Premier and Minister of Finance, Dr the Honourable Natalio D Wheatley (R7), as he responded to questions posed by Hon Lorna G. Smith OBE (AL) — on behalf of His Majesty’s Loyal Opposition Leader Honourable Ronnie W. Skelton (AL), in his absence — regarding the number of licences granted, their distribution across the islands, and the corresponding stamp duty collected.

In providing a breakdown—to the House of Assembly on February 13, 2025—Premier Wheatley disclosed that, “...for the year 2023, a total of 67 Non-Belonger Landholding Licences were issued and for 2024, a total of 81 Non-Belonger Landholding Licences were issued."

This, he observed, reflects an increase of 14 licences in 2024 compared to 2023.

The licences, according to the Premier, were issued for various islands, with the distribution as follows:
● Beef Island – 1
● Scrub Island – 1
● Anegada – 3
● Mosquito Island – 3
● Jost van Dyke – 4
● Great Camanoe – 5
● Virgin Gorda – 45
● Tortola – 85

"A total of 147" were issued, Premier Wheatley said, although the correct sum of the numbers provided is 147 instead of 148.

Stamp Duty revenue surpasses $12M

Meanwhile, Premier Wheatley used the occasion to reiterate that Non-Belongers acquiring land must pay stamp duty upon purchase and reminded that amended licences do not attract stamp duty, as the property is already vested to the individual or company.

As such, for the two years under review, the Government collected:
● 2023: $5,990,590
● 2024: $6,734,810

He did note; however, "...some of the information for stamp duty for the individual islands was not furnished to me; The Inland Revenue Department is still working on getting that information, and I can provide it when that becomes available.”

      This is a rip-off, in my opinion, because when you get citizenship for any country, you have citizenship for life. What's up with this nonsense of renewing your citizenship every two years? Manage the people's money well, and then you won't have to introduce these seemingly ridiculous fees. Tax those belongers who earn millions and leave the poor people alone. Now, don't come after me bc alot of belongers are of BVIslanders who have children born overseas.

    Almost all of the sales were by non belongers to non belongers. Imagine how much stamp duty would be collected if the NBLHL process did not take a year. It only takes weeks or a month is so in Anguilla and Antigua. And there are no NBLHL requirements in Cayman or TCI. 75% of TCI Givt revenue comes from stamp duty!

    In 2023, the Land Registry recorded 30 sales to non belongers. In 2024, the land registry recorded 22 sales. A total of 52 sales in 2 years.
    Quoting 148 licenses issued is some impressive spin to mislead the public. If a couple buy a property, perhaps they are counting that as 2 licenses?

      Indeed, you have said it exactly right. This is an example of How to lie with statistics. If a buying entity is a company with multiple shareholders, it means multiple NBLHLs are being issued for one transaction. So be honest and clear; state the number of NB transactions which would be more honest.

    Land Holders Licenses should be a yearly fee, which should be a percentage of the value of the property. We are collecting chump change and think we are making money while giving away our country forever.

      They already pay annually. It’s called Land and Property tax. You can stop by the local tax office and see who owes what if you like. Most of non-belongers pay it on a timely and prompt fashion.
