These audits include Audit of assistance grants for farmers and fisherfolk, Audit of the transportation stimulus initiative, Audit of grants to religious institutions, civic groups, private schools and daycare services, Audit of grants to micro, small and medium sized enterprises, and Audit of major contracts.
Procurement framework for major contracts flawed
In a statement released today, Friday, October 25, 2024, the Governor said, “While some of the programmes “operated as intended” and “served to alleviate some of the costs associated with the COVID-19 fallout”, the audits also identified a number of concerns including oontracts that the previous procurement framework was “inherently flawed” as it “allowed for circumvention”. It identified the “need for balance and equity in the award of public contracts”".
According to the report, the new procurement legislation and regulations do address many of the previous issues, however, stressed the importance of adequate oversight and strict compliance.
Lessons already learned
Governor Pruce added that in some areas lessons have already been learned explaining, “Assistance grants are now managed by the Social Development Department, and the Public Assistance (Amendment) Act 2024 seeks to introduce a modern and effective system for supporting those in need. There have been improvements in the way government contracts are issued, and procurements are now regularly advertised.”
Audits, he continued, play a vital role in ensuring value for money and accountability with the use of public money and are only effective in its purpose if the public is made aware of the findings and relevant agencies respond constructively.
“Although the audits identify challenges, it is important that we now collectively focus on strengthening our institutions to improve the way we work in the future,” the Governor’s statement stated.
The remaining audits were completed as part of the Commission of Inquiry and were laid in the House of Assembly on September 3, 2024. These audits are now publicly accessible on www.auditbvi.com.

Two: UK is doing BVI a huge injustice by trying to spot their rules and laws and procedures to us. Things they themselves as guilty of being corrupt in. Their laws cannot and should not be applied to BvI in a blanket manner as we have a different set of circumstances.
We are not an extension of the UK in any practical way! These reforms, although well intended are doing the BVI more harm than good.
